The Water Operations Maintenance Manager is directly accountable to the Director of Water Operations, and is responsible for the complete maintenance, construction, and operation of the distribution, transmission, facilities, grounds, and pumping systems.  The Water Operations Maintenance Manager directly supervises staff, assigns work load, and accounts for all personnel under his/her control.   The Water Operations Maintenance Manager maintains a productive workforce exposed to the various areas of the department to ensure personnel can respond quickly and positively in any emergency situation.

The Water Operations Maintenance Manager coordinates field service activities, construction proposals, outsourced/specialized equipment maintenance, and cross connection tests/inspections. The position develops, monitors, and controls budgets and spending, and ensures that resources are used cost effectively and productively by providing direction for the planning and scheduling functions within the department. Additionally, the Water Operations Maintenance Manager trains staff and makes sure that work is performed in a safe manner at all times.

Education, Experience & Minimum Requirements

• High School diploma.
• Certification as a Distribution System Operator Class III from the State of Connecticut Department of Public Health.
• Eight (8) years’ experience working in maintenance and construction with an emphasis on machinery and mechanical maintenance including four (4) years in a supervisory position. An Associate Degree in science, engineering or business may be substituted for four (4) years’ experience.
• Experience with piping repairs and modifications, equipment analysis and troubleshooting, variable frequency drive (VFD) operations, and calibration of operating control systems.

Job Specifications

• Technical knowledge of utility construction, pumps, electric motors, SCADA systems, plumbing, carpentry, electronics, masonry, heavy equipment, and automotive repair.
• Ability to make sound decisions in the absence of the Director of Water Operations.
• Ability to handle both consumer and employee grievances.
• Ability to follow up on work orders, customer complaints, hydrant updates and testing, CBYD, tap, gate, and main locations.
• Knowledge of basic hydraulics and the scientific principles of head loss, flow, and pumping.
• Knowledge of confined space and safety education and the ability to train staff in those areas.
• Knowledge of excavation safety regulations.
• Knowledge of heavy equipment operation.
• Availability for on call emergency duty including weekends as needed.
• Mental stamina to concentrate on several projects at once and the ability to distinguish priorities.

• Ability to foresee problematic situations before they occur in all areas of water system operations.
• Ability to read blueprints, create material lists, and estimate labor.
• Knowledge of basic accounting principles as it applies to billing, job costing, invoicing, and inventory.

• Ability and patience to supervise and train staff effectively in stated areas, provide cross-training opportunities as they arise.

Essential Duties & Responsibilities

• Supervises day to day and long-range activities for water operations related to distribution, transmission, all mechanical equipment corrective and preventive maintenance including the water treatment plant, grounds and facilities, dam maintenance, construction and new connection oversight, and cross connection program.
• Coordinates priorities with the Water Quality Manager under the supervision of the Director of Water Operations to support continuous operations of the water treatment and distribution system.
• Make recommendations for water system reliability improvements (capital and operating), cost control, and, procurement and contracting.
• Schedule and maintain hydraulic pumps; pneumatic and mechanical valve actuators; chemical feed systems; SCADA and communications; and related water supply, treatment, and distribution equipment.
• Manages resources (employees, contractors, operating budget, and capital budget) to achieve goals cost effectively.
• Responsible for the company’s emergency response (particularly for main breaks and mechanical equipment failures), including ensuring that the company has the proper resources and that the emergency response procedures are documented, updated, and adhered to.
• Directs the planning and scheduling of activities across all functions in the department, including the development and implementation of preventive maintenance programs (e.g. leak survey, valve maintenance, hydrant maintenance, and flushing).
• Oversee work activities including planned and reactive maintenance; manage continuous forecasts of resources and projects.
• Schedule and assign work/goals for direct reports, responsible for performance management including recommendations for recruiting, salary increases, training, and promotions.
• Develop and maintain department budgets for facilities, equipment, supplies and human resources.
• Maintain logs of inspections performed; prepare periodic and special reports as required; estimate progress payments due on contracts. Maintain and update utility records as required.

Public Relations

• Maintains cordial working relationships with municipal and state personnel.
• Participates, as appropriate in community and industrial associations to maintain and enhance the Department’s reputation in the area and industry.

General Administrative

• Prepares annual goals, plans operating budgets as directed, to accomplish above responsibilities.
• Performs other miscellaneous duties, as directed.

Duties of Maintainer 1 & 2s:

• Operate a variety of heavy equipment such as backhoes, front-end loader, cranes, excavators, pumps, generators, and pneumatic tools.
• Uses equipment for excavations for water utility valve replacement, pipeline installation, leak repair, water taps, and other miscellaneous excavations.
• Installs trench boxes, mechanical shoring systems, and other support systems for the safety of excavations.
• Performs maintenance and repair of vehicles and equipment as needed.
• Performs maintenance on water pumps, tanks, generators, hydrants, and other water distribution system and water filtration plant facilities.
• Works after-hours as needed to respond to emergencies.

Minimum requirements:

• High School diploma.
• Valid Connecticut Commercial Driver’s License (CDL), Class B (without restrictions E, G, or, R) within one year of employment (required upon hire for Maintainer 2).

GROUNDS & FORESTRY SUPERVISOR

The Grounds and Forestry Supervisor is responsible for the complete management, operation and maintenance of SNEW’s real property. You will need to prepare and evaluate forestry plans, supervise, execute the watershed inspection program, and supervise the maintenance of all SNEW landscaping. You will also work closely with forestry consultants and State agency personnel. The Grounds and Forestry Supervisor shall directly supervise the maintenance and operation staff; assign workloads, and account for all personnel under his/her direction.

EDUCATION, EXPERIENCE AND MINIMUM QUALIFICATIONS

• Valid Connecticut Driver’s License.
• Four years significant job related experience in any of the following fields: landscaping, forestry, grounds maintenance or related field and an Associate Degree in forestry, forest technology, Environmental Science or Engineering, Environmental Biology or a related field or a Bachelor’s Degree in Forestry, Forestry practices, Environmental Science or Engineering, Environmental Biology or related field.
• Licensed by the State of Connecticut with a Supervisor’s License for Pesticide Application.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Trains and supervises grounds maintenance staff, including part-time and temporary summer staff.

• Implement safety-training program for all grounds maintenance employees.

Job Description: Primarily responsible for performing all routine grounds maintenance duties associated with keeping property of the Second Taxing District well maintained and its watershed lands in the best of health and appearance.

Duties include, but are not limited to:

• Performs all routine grounds maintenance operations including routine equipment servicing, building maintenance, cleaning, cutting, landscaping, forestry work, lawn maintenance, pesticide application and related duties. These responsibilities involve working with chain saws, pole pruners, commercial mowers, weed cutters, backpack sprayers, and various other hand or power tools.
• Participates in the maintenance of all dams, channels, reservoirs, grounds and other related structures. These duties will include general care, planting, cutting and snow removal.

Job Specifications:  Ability to use hand or power tools. Knowledge of or ability to learn how to apply pesticides in compliance with State regulations. Physical stamina to operate lawn mowers, shovel and spread topsoil. Knowledge of or ability to learn how to fell trees properly. Ability to learn adequate working knowledge of treatment plant operations and ability to operate and work from a bucket truck.

Water Technical Specialist

The Water Technical Specialist is directly accountable to the Director of Water Operations and is responsible for managing the Department’s cross connection program, conducting cross connection inspections, testing of backflow devices, maintaining accurate records, inspections of field work related to public water supply and electric system projects and compliance with the Connecticut CBYD Program, including locating and marking water and electric facilities.

Qualifications include:

1. A valid Connecticut driver’s license.
2. High School Diploma
3. Eight years underground utility system experience including water
4. Main and electric conduit repairs, utility system mapping and
5. Record keeping, and/or water utility cross connection inspection and testing programs. An Associate’s Degree in science or engineering may be substituted for (4) year experience
6. Certified as a cross connection inspector and tester
7. May include after-hours time or being on call as needed
8. Maintain a high level of safety at all times
9. Performs other duties as assigned
