GIS COORDINATOR

The GIS Coordinator maintains the ESRI geographic information system for electric and water distribution, collects related field data, maintains AutoCAD CAD drawings, and works with engineering and IT on various utility projects. On average, 90%+ of time is spent in the office, with the remainder in our small local service territory.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Manages the company’s electric and water GIS systems.
  2. Manages the company’s electric and water CAD drawings.
  3. Edits water and electric distribution system records on the GIS, CAD, and other systems.
  4. Publishes web services and web maps containing GIS data for intranet websites and mobile applications.
  5. Performs field work consisting of locating and identifying utility equipment.
  6. Satisfies utility asset data requests.
  7. Assists in engineering, billing, and IT tasks.
  8. Handles all confidential information regarding customers, employees, former employees and impending policy changes with absolute discretion.
  9. Performs other miscellaneous duties as assigned.

 

JOB SPECIFICATIONS

  1. Strong technical knowledge of GIS, CAD and database systems.
  2. General knowledge of safety regulations.
  3. Ability to represent the company with good written and verbal communications skills, as well as public relation skills.
  4. Knowledge of office procedures and company policies.
  5. General knowledge of water distribution systems.
  6. General knowledge of electric distribution systems.
  7. General knowledge of electric metering systems.
  8. Ability to set priorities and handle more than one project at a time.

EDUCATION, EXPERIENCE, AND MINIMUM REQUIREMENTS

  1. A valid Connecticut driver’s license
  2. High School Diploma
  3. Six (6) years’ utility experience with an understanding of complex plumbing systems, a knowledge of electric distribution systems, and the ability to maintain CAD and Geospatial mapping systems.
  4. An Associate’s Degree in science or engineering (may be substituted for (4) years of experience)
  5. Must be fluent in verbal and written English.

 

PREFERRED SKILLS

  1. Three (3) years’ experience with ESRI GIS such as ArcGIS Desktop, ArcGIS Pro, ArcGIS Server, and Portal for ArcGIS / ArcGIS Online.
  2. Experience with AutoCAD
  3. Experience with Microsoft Excel
  4. Experience with Microsoft SQL Server
  5. Experience with NISC (National Information Solutions Cooperative) systems is a plus.
  6. GISP, ASPRS, and university GIS certifications and ESRI exams are a plus.
  7. Ability to locate and identify equipment in the field on foot and by vehicle.

IT MANAGER

The IT Manager is directly accountable to the Director of Customer Care. The IT Manager is responsible for the overall operation and management of the organization’s information systems including cyber security, computer applications, databases, computer systems, network management and related support and training to all other departments within the organization. The IT Manager is accountable for technology strategic planning for all aspects of SNEW’s technology.

 

EDUCATION, EXPERIENCE, AND MINIMUM REQUIREMENTS

  1. Associates Degree in computer science, information technology or management information systems and six (6) years of programming and computer operation experience.
  2. Or a Bachelor’s Degree in computer science, information technology or management information systems and four (4) years of programming and computer operation experience.
  3. Experience with personal computers, off site communications, network servers, and cyber security. Knowledge of software packages, and the ability to install programs and modify off-the shelf software, including database, graphics, accounting systems and CAD packages.
  4. Must be available for after-hours calls to respond to system problems.

  2. Two (2) years’ experience as a customer service representative or must have worked in a banking position with emphasis on handling money and dealing with customers.

Customer Service and Billing Supervisor

CUSTOMER SERVICE AND BILLING SUPERVISOR

The Customer Service and Billing Supervisor oversees and coordinates activities of Customer Service Representatives, Collection Specialist and functions of the Customer Care Department. Additionally, the role is responsible for routine and complex analysis of meter reads, exception reports, pre-bills and final bills to ensure the accurate and timely delivery of all monthly and quarterly bills to customers. The Customer Service and Billing Supervisor processes and performs all customer service related responsibilities for the electric and water utility, including responding to difficult customer complaints and questions, as directed by the Director of Customer Care.

 

EDUCATION, EXPERIENCE, AND MINIMUM REQUIREMENTS

  1. Bachelor’s degree (B.A./B.S.) and a minimum of two years supervisory experience and/or training, or;
  2. Associates degree and five (5) years’ experience, or;
  3. Ten (10) years’ experience in customer service related position

  6. Supervises the posting of payments and adjustments.
  7. Recommends improvements to the billing, collection and customer service systems to streamline customer service operations.
  8. Produces reports, tables, and statistics related to the Customer Care Department, as directed by the Director of Customer Care and/or the General Manager.
  9. Prepares work schedules, and expedites workflow.
  10. Conducts annual performance reviews for Customer Service Representatives and Collection Specialist. Recommends disciplinary action as necessary.
  11. Is responsible for safe and efficient operation of Customer Care Department.
  12. Handles all contact with customers and the public in a respectful and courteous manner.

South Norwalk, CT. The General Manager/Chief Executive Officer provides leadership and strategic direction resulting in superior service and competitive water and electric rates for the customers and residents of the Second Taxing District in Norwalk, CT. The Second Taxing District owns and independently operates South Norwalk Electric and Water (SNEW), a water and electric utility. The utility serves 6,500 customers with electric in South Norwalk and over 9,500 customers with water throughout sections of South Norwalk, East Norwalk, West Norwalk, Rowayton, Silvermine and Wilton.

• Established in 1913 by a special act of the Connecticut State Legislature, the SNEW is governed by a board of 7 elected commissioners who have the authority to handle the affairs of the organization similar to duties of municipal elected officials. The General Manager/CEO reports to the Board of Commissioners. There have been only two General Managers/CEOs in the last 50 years.

• Candidates must have a bachelor’s degree in engineering, business administration, computer science or related field. An MBA and/or Professional Engineering designation is preferred. Candidates must also have significant experience in developing and implementing a strategic business plan, infrastructure development, maintenance and replacement and multi-year fiscal planning and management. Candidates must also have experience in establishing and maintaining a culture that is customer focused and collaborative with both the staff and the commissioners.

• The SNEW has a total 2019-2020 budget of $26 million and 38 full time employees. FACILITIES MAINTENANCE

 

Job Description: Primarily responsible for custodial and maintenance support in all offices and facilities operated by South Norwalk Electric & Water to ensure a clean, comfortable and safe environment.

 

Duties include, but are not limited to:

  • Ability to perform all types of cleaning services such as vacuuming, cleaning of bathrooms, emptying trash, dusting desks and replenishing supplies as needed.
  • Perform minor building repairs such as changing light bulbs and ballasts and painting walls, trim and ceilings as directed.
  • Must be able to bend, reach and lift 100 lbs. or less on a daily basis.
  • Set up chairs and conference tables for meetings.
  • Organize and order office and cleaning supplies.
  • Perform messenger service including mail pick up daily, bank runs, interoffice mail delivery and other errands as directed.
  • Must be able to work independently with minimum supervision.

 

Requirements:

  • High school diploma or general education degree (GED)
  • Valid Driver’s License with a clean driving record.
