South Norwalk Electric and Water (SNEW) is a municipal electric and water utility owned and operated by the Second Taxing District, Norwalk, Connecticut. SNEW serves some 9,000 customers with water in the greater Norwalk area and approximately 6,500 customers with electricity in South Norwalk. IT MANAGER

The IT Manager is directly accountable to the Director of Customer Care. The IT Manager is responsible for the overall operation and management of the organization’s information systems including cyber security, computer applications, databases, computer systems, network management and related support and training to all other departments within the organization. The IT Manager is accountable for technology strategic planning for all aspects of SNEW’s technology.

 

EDUCATION, EXPERIENCE, AND MINIMUM REQUIREMENTS

  1. Associates Degree in computer science, information technology or management information systems and six (6) years of programming and computer operation experience.
  2. Or a Bachelor’s Degree in computer science, information technology or management information systems and four (4) years of programming and computer operation experience.
  3. Experience with personal computers, off site communications, network servers, and cyber security. Knowledge of software packages, and the ability to install programs and modify off-the shelf software, including database, graphics, accounting systems and CAD packages.
  4. Must be available for after-hours calls to respond to system problems.
  5. Must be fluent in verbal and written English.

 

JOB SPECIFICATIONS

  1. Knowledge of database systems including MS-SQL and Oracle.
  2. Knowledge of National Institute of Standards and Technology (NIST) requirement.
  3. Knowledge of North American Electric Reliability Corporation Critical Infrastructure Protection (NERC CIP) as well as NERC reliability standards for telecommunications and networks.
  4. Ability to solve problems with software and hardware systems.
  5. Ability to train staff in the use of software systems.
  6. Knowledge of or ability to learn accounting logic principles.
  7. Ability to communicate effectively in both oral and written communications.
  8. Knowledge of basic office procedures and ability to learn organizational policies.
  9. Working knowledge of network systems and personal computers.
  10. Working knowledge of network software.
  11. General knowledge of accounting and/or computerized accounting packages.
  12. Technical knowledge of personal computers for configuration and use with networks.
  13. Knowledge of programming techniques using multiple languages, business software packages and CAD (drafting packages).
  14. Physical stamina to lift and move computers, boxes of paper, forms, and peripherals.
  15. Mental stamina to work under conditions with constantly changing priorities.
  16. Ability to work with all types of people under varying circumstances and to interface with all departments within the organization.
  17. Ability and knowledge to obtain additional, ongoing training to constantly keep current on new developments in the field.
  18. Working knowledge of computerize telephone systems and integrating with off-shelf software.
  19. Ability, mental stamina, and patience to provide additional training to coworkers on computers and related software.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Evaluate existing system in order to make appropriate recommendations for improvement.
  2. Plans and budgets for IT Department.
  3. Oversees the daily work of the IT staff to provide timely, quality support for hardware, operating systems, and business applications.
  4. Evaluates the performance of employees under his/her supervision.
  5. Supervises and supports the computer network.
  6. Provides support for all systems and software.
  7. Supervises and programs computerized gas pump system.
  8. Provides purchase support for computers and related products.
  9. Documents procedures for all computers and systems.
  10. Reviews and maintains the department’s cyber security plan.
  11. Makes recommendations to supervisor for implementing more efficient systems.
  12. Provides programming for special projects.
  13. Provides configuration for all newly purchased computers.
  14. Recommends to supervisor and implements approved procedures for better utilization of computers and systems.
  15. Provides support, training and consultation to staff members who need assistance in computer skills or utilization.
  16. Makes recommendations to improve data handling, organization wide.
  17. Reviews and upgrades computer facilities and utilization, through reports and studies.
  18. Provides technical assistance as necessary for automated systems including meter reading, databases, accounting, SCADA, advanced billing systems, CAD, and all other computer based systems and equipment.
  19. Manages and supports phone system, outage management system and internet connectivity at all locations.
  20. Performs other miscellaneous duties, as assigned.

The Customer Service Representative is responsible for providing outstanding customer service to water and electric customers regarding billing inquiries, service transfers and collections of accounts both over the telephone and in person.

 

EDUCATION, EXPERIENCE, AND MINIMUM REQUIREMENTS

  1. High school diploma.
  2. Two (2) years’ experience as a customer service representative or must have worked in a banking position with emphasis on handling money and dealing with customers.
  3. Valid Connecticut driver’s license.
  4. Advanced computer abilities with strong Excel.
  5. Exceptional interpersonal and communication skills.
  6. Skilled in problem solving.
  7. Aptitude for math.
  8. Excellent attention to details.

  3. Processes customer application forms for new and current customers, determines related charges for the service requested, collects deposits, prepares change of address records, and issues discontinuance orders as directed.
  4. Communicates with customers by phone or in person and receives orders for installation, connection, disconnection, or change in service.
  5. Assists customers with their various account inquiries.
  6. Operates the cash register, collects over‐the‐counter payments, and balances the cash drawer on a daily basis.
  7. Posts payments and adjustments, and issues service orders as directed by the Customer Service Supervisor or Director of Customer Care.
  8. Assists with collections, billing, credit records, and security deposits.
  9. Obtains information regarding property transfers including issuing service orders.
  10. Responsible for maintaining current customer account records in the billing system including scanning new activity.
  11. Assists in the preparation of reports, documents, and other information as directed by the Customer Service Supervisor or the Director of Customer Care.
  12. Opens and sorts mail, and answers and directs telephone calls within the organization professionally.
  13. Scans checks and makes daily bank deposits for SNEW.
  14. Performs any other duties assigned by the Customer Service Supervisor and/or Director of Customer Care and/or the General Manager, including working in another Department under another job description, if required and qualified.

Customer Service and Billing Supervisor

CUSTOMER SERVICE AND BILLING SUPERVISOR

The Customer Service and Billing Supervisor oversees and coordinates activities of Customer Service Representatives, Collection Specialist and functions of the Customer Care Department. Additionally, the role is responsible for routine and complex analysis of meter reads, exception reports, pre-bills and final bills to ensure the accurate and timely delivery of all monthly and quarterly bills to customers. The Customer Service and Billing Supervisor processes and performs all customer service related responsibilities for the electric and water utility, including responding to difficult customer complaints and questions, as directed by the Director of Customer Care.

 

EDUCATION, EXPERIENCE, AND MINIMUM REQUIREMENTS

  1. Bachelor’s degree (B.A./B.S.) and a minimum of two years supervisory experience and/or training, or;
  2. Associates degree and five (5) years’ experience, or;
  3. Ten (10) years’ experience in customer service related position
  4. Excellent interpersonal and communication skills
  5. Excellent problem solving and math skills
  6. Skilled MS Excel user
  7. Prior utility experience a plus
  8. Bilingual Spanish speaker a plus

  3. Maintains billing records, daily cash entries, and security deposits.
  4. Verifies cash drawer operation and receipts daily.
  5. Reviews billing and management of accounts to assure accuracy. Reviews and coordinates billing data with metering department in order to accurately render customer bills.
  6. Supervises the posting of payments and adjustments.
  7. Recommends improvements to the billing, collection and customer service systems to streamline customer service operations.
  8. Produces reports, tables, and statistics related to the Customer Care Department, as directed by the Director of Customer Care and/or the General Manager.
  9. Prepares work schedules, and expedites workflow.
  10. Conducts annual performance reviews for Customer Service Representatives and Collection Specialist. Recommends disciplinary action as necessary.
  11. Is responsible for safe and efficient operation of Customer Care Department.
  12. Handles all contact with customers and the public in a respectful and courteous manner.
  13. Performs any other duties assigned by the Director of Customer Care and/or the General Manager, including working in another Department under another job description if required and qualified.

South Norwalk, CT. The General Manager/Chief Executive Officer provides leadership and strategic direction resulting in superior service and competitive water and electric rates for the customers and residents of the Second Taxing District in Norwalk, CT. The Second Taxing District owns and independently operates South Norwalk Electric and Water (SNEW), a water and electric utility. The utility serves 6,500 customers with electric in South Norwalk and over 9,500 customers with water throughout sections of South Norwalk, East Norwalk, West Norwalk, Rowayton, Silvermine and Wilton.

• Established in 1913 by a special act of the Connecticut State Legislature, the SNEW is governed by a board of 7 elected commissioners who have the authority to handle the affairs of the organization similar to duties of municipal elected officials. The General Manager/CEO reports to the Board of Commissioners. There have been only two General Managers/CEOs in the last 50 years.

• Candidates must have a bachelor’s degree in engineering, business administration, computer science or related field. An MBA and/or Professional Engineering designation is preferred. Candidates must also have significant experience in developing and implementing a strategic business plan, infrastructure development, maintenance and replacement and multi-year fiscal planning and management. Candidates must also have experience in establishing and maintaining a culture that is customer focused and collaborative with both the staff and the commissioners.

• The SNEW has a total 2019-2020 budget of $26 million and 38 full time employees. Direct reports to the General Manager/CEO include Director of Water Operations, Director of Electric Operations, Director of Finance and Services, Director of Customer Care, Key Accounts Manager and Office Manager/Executive Assistant.

FACILITIES MAINTENANCE

 

Job Description: Primarily responsible for custodial and maintenance support in all offices and facilities operated by South Norwalk Electric & Water to ensure a clean, comfortable and safe environment.

 

Duties include, but are not limited to:

  • Ability to perform all types of cleaning services such as vacuuming, cleaning of bathrooms, emptying trash, dusting desks and replenishing supplies as needed.
  • Perform minor building repairs such as changing light bulbs and ballasts and painting walls, trim and ceilings as directed.
  • Must be able to bend, reach and lift 100 lbs. or less on a daily basis.
  • Set up chairs and conference tables for meetings.
  • Organize and order office and cleaning supplies.
  • Perform messenger service including mail pick up daily, bank runs, interoffice mail delivery and other errands as directed.
  • Must be able to work independently with minimum supervision.

 

Requirements:

  • High school diploma or general education degree (GED)
  • Valid Driver’s License with a clean driving record.
